The paper will examine why changes in Europe's diplomatic system in the decades around 1700 largely survived until the generation immediately before the First World War, in spite of the considerable challenge to this stability during the Revolutionary and Napoleonic Wars. Particular attention will be paid to four key developments: the changing social composition of diplomatic corps; the establishment of French as the diplomatic language par excellence; the growth of international law; and the role of courts within this diplomatic society.
