Programme Design and Development Consultant

The Heritage Partnerships Team is pleased to circulate this paid opportunity on behalf of the The Commonwealth Heritage Forum.The Consultant would be appointed by The Commonwealth Heritage Forum for a 3-month period commencing in January 2022.


Objective

 

To scope and develop the overall programme design, governance, partnerships, project relationships and management structures required to successfully deliver the proposed five-year Commonwealth Heritage Initiative led by the Commonwealth Heritage Forum (CHF), while providing administrative support to CHF and the Project Development Steering Group in the development phase of this programme.

 

Key tasks

  • Identify and compile a database of all local partners working in the heritage sector in the priority focus of the Caribbean, together with an assessment of capacity, working practices, funding and needs ( eg National Trusts, civic societies etc ).
  • Identify and compile a database of all physical heritage projects active or proposed in the Carribbean and compile details of the scope, status, funding needs and timeline of works
  • Work with the PF Consultant to develop criteria by which projects would be assessed to determine capacity and suitability to provide training placements with requisite quality and oversight.
  • Work with the PF ConsuJtant to research a.11cdo mpile a database of tutors and speakers with experience of heritage and training in the Caribbean, the UK, and Commonwealth.
  • Research existing international funding opportunities and support for heritage and craft skills training at all levels, including the Chevening Scholarships, the Charles Wallace Fellowships etc. to scope the potential for a more co-ordinated approach to crossCommonwealth training
  • To investigate and identify partners and commercial sponsors with the potential to support the planned Commonwealth Heritage Initiative, with a particular emphasis on funding the physical conservation works required to enable projects to proceed.
  • To provide administrative support to CHF and the Project Development Steering Group.
  • To participate in the planned Conference of the Islands in Barbados in early February to
  • help identify and scope regional training needs and opportunities in the Caribbean.
  • Develop proposals and recommendations for the overall programme design, oversight, partnerships, project relationships and management structures required to successfully deliver the
  • proposed five-year Commonwealth Heritage Initiative, incorporating the recommendations from the PF Consultant for the training components.
  • Prepare a full budget and financial appraisal for overall programme, incorporating the training component developed by the PF Consultant, including direct and indirect administrative costs, as well as related issues such as insurance and overheads.
  • Develop and propose a suitable framework for monitoring and structured periodic evaluation of the overall programme, to ensure learning and evolution of the programme.
  • Consolidate the research and methodology employed in this scoping exercise for the Caribbean into a format that can be employed in extending the programme to other regions of the Commonwealth with different training needs and contexts.
